Job Responsibilities
Project Assurance Strategy & Governance:
• Develop, maintain, and continuously improve the FM&A Projects Assurance and Quality Management Framework.
• Establish project assurance methodologies, review criteria, governance checkpoints, and quality performance standards for all FM&A projects.
• Define insurance priorities, annual assurance plans, and quality objectives aligned with departmental and organizational goals.
• Ensure project governance requirements are embedded throughout project initiation, planning, execution, commissioning, handover, and close-out phases.
Project Reviews & Stage Gate Assurance:
• Coordinate project readiness assessments prior to tendering, award, execution, commissioning, and handover.
• Verify that business, technical, cost, schedule, quality, and HSE requirements have been adequately addressed before progression to subsequent project phases.
• Review project execution strategies, project management plans, risk registers, quality plans, and stakeholder engagement plans.
• Issue assurance findings and track closure of identified gaps and recommendations.
• Challenge project teams and contractors where governance, quality, safety, compliance, or value preservation requirements are at risk.
Risk Assessment:
• Lead specific Safety Engineering studies / reviews in support of Request for Modification RFM process and Downgraded
Situations DGS – HAZOP, HAZID, BowTie Assessment etc.
• Support operational entities in Derogation preparation.
• Undertake flammable/toxic gas dispersion, fire and explosion consequence modeling using PHAST software, and
interpret result for safe operation of oil and gas facilities.
• Undertake Safety Integrity Levels SIL assessment process and SIL assignment for Safety Instrumented Systems
within oil and gas facilities.
Portfolio Oversight:
• Identify emerging project risks, trends, recurring failures, and improvement opportunities.
• Ensure lessons learned are captured, shared, and integrated into future project execution practices.
• Conduct site visits to assess workmanship quality, project progress, safety compliance, and overall project execution effectiveness.
• Validate physical progress against approved plans, schedules, and quality requirements.
• Identify project execution risks and escalate concerns to Management when necessary.
• Support internal and external audit activities relating to project management and quality assurance processes.
• Facilitate alignment between project stakeholders on quality expectations and assurance objectives.
Profile
Accountabilities:
• Assists in maintaining ISO 14001:2015 and ISO 45001:2015 certifications for company facilities which is a measure of the company's corporate image.
• Develop project assurance dashboards, KPIs, compliance scorecards, and performance reports for Management review.
• Benchmark FM&A project assurance and quality practices against international Oil & Gas, infrastructure, and construction industry standards.
• Drive digitalization and innovative approaches to project assurance, quality monitoring, and project governance.
• Ensure quality and assurance reviews identify conditions that may adversely impact safety, asset integrity, business continuity, or the environment.
HSE Objectives:
• Demonstrate visible commitment to HSSE performance targets and principles and promote a culture where no harm to people, assets, or the environment is acceptable
• Integrate HSE considerations into all project assurance and quality management activities.
• Ensure quality and assurance reviews identify conditions that may adversely impact safety, asset integrity, business continuity, or the environment.
• Verify implementation of critical risk controls associated with project activities.
• Support the development of proactive safety and environmental leadership within project teams.
Qualifications/Experience Required
• Bachelor's degree but preferably master's degree in engineering, Project Management, Construction Management, Facilities Management, Business Administration MBA, or related discipline.
• Professional certifications like PMP, PRINCE2, ISO Lead Auditor, Certified Quality Engineer CQE or Certified Project Professional CCP.
• Minimum of 15 years relevant professional experience, 10 years in project management, project assurance, infrastructure, structural, construction or engineering projects, post NYSC professional work experience.
• Minimum 5 years in a supervisory or management role with demonstrated experience leading multidisciplinary teams.
• Proven experience managing multi-location projects within the Oil & Gas, Energy, Infrastructure, Real Estate, Industrial, or EPC sectors.
• Effective oral and written business communications.
• Possess the credibility and independence necessary to challenge project stakeholders when standards, quality requirements, or governance principles are compromised.
• Working experience in SAP PM or other CMMS platform, Building Management System, AutoCAD, MS Office suite, Power Automate and Power Apps.
