## Overview
Oxford Policy Management is seeking a Human Resource specialist for 4 years, contingent on the successful outcome of a bid for an upcoming project. The position would be located in Nigeria and the advertised workplace setting is Hybrid, with the job location in Abuja. ### What this role involves
You will lead assessments of existing workforce capacity, staffing structures, and human resource management systems within health, education, or other relevant public sector institutions. Key activities include:
- Conducting workforce planning and manpower analyses to identify staffing gaps, future workforce needs, and resource requirements.
- Reviewing and analyzing HR policies, staffing norms, organizational structures, and workforce deployment practices to identify areas for improvement.
- Supporting the development of evidence-based workforce plans, HR strategies, and implementation roadmaps aligned with project objectives and government priorities.
- Providing technical advice on recruitment, retention, performance management, succession planning, and workforce optimization strategies.
- Contributing to the design and implementation of data collection tools, workforce assessments, and stakeholder consultations.
- Analyzing workforce and HR data to inform policy recommendations and strategic decision-making.
- Engaging with government agencies, development partners, and other stakeholders to validate findings and build consensus around workforce planning recommendations.
- Preparing technical reports, presentations, policy briefs, and other project deliverables related to human resource management and workforce planning.
- Ensuring that all project outputs reflect international good practice and are tailored to the Nigerian context.
- Providing technical input to capacity-building activities, workshops, and stakeholder engagement sessions, and working closely with the project team to ensure timely delivery of high-quality outputs and achievement of project objectives.
### Education, experience and professional requirements
Applicants should hold a Master's degree in Human Resource Management, Public Administration, Organizational Development, Education, Public Health, or a related field. A minimum of 10 years of professional experience in human resource management, workforce planning, or organizational development is required. Candidates must have demonstrated experience working on public sector, health, education, or international development programmes in Nigeria and proven experience conducting workforce assessments, staffing analyses, and human resource planning exercises.
### Technical expertise and familiarities
- Expertise in workforce planning, manpower forecasting, staffing needs assessments, and organizational design.
- Strong knowledge of human resource management policies, systems, and practices within government or development programme settings.
- Experience analyzing workforce and HR data to support evidence-based decision-making.
- Ability to develop HR strategies, workforce plans, and implementation frameworks.
- Familiarity with public sector reform, health workforce planning, or education sector workforce management in Nigeria.
### Personal skills and working style
You should have excellent stakeholder engagement and relationship management skills, strong analytical, problem-solving, and report-writing abilities, and the ability to work independently with minimal supervision while managing multiple priorities. Effective communication and facilitation skills for engaging government counterparts and development partners are important, as are strong teamwork and collaboration skills within multidisciplinary project environments.
### Additional desirable experience
Experience supporting government-led workforce planning or human resource reform initiatives in Nigeria, working on donor-funded projects for international development organisations, knowledge of workforce challenges and policy frameworks in the health and/or education sectors, experience facilitating workshops, consultations, and capacity-building activities, and professional certification in Human Resource Management or a related discipline are all advantages.
