Reports To: Managing Director / Hospital Management

1. ROLE OVERVIEW

We are seeking a highly organized, proactive and dependable HR & Administration Manager to oversee the human resources and administrative operations of an existing hospital in Enugu, while also supporting the establishment and subsequent administration of a Nursing School.

This is a hands-on role. The successful candidate will not only manage HR documentation and administrative processes but will be expected to ensure that staff are properly coordinated, workplace standards are maintained, management decisions are implemented, records are accurate, and day-to-day operations run efficiently.

As the Nursing School is established, the HR & Administration Manager will play an important role in coordinating recruitment, documentation, administrative setup, staff onboarding and the operational structures required for the school.

2. KEY RESPONSIBILITIES

A. Human Resources Management

• Manage the full employee lifecycle, including recruitment, selection, onboarding, confirmation, performance management, disciplinary processes and exit procedures.

• Coordinate recruitment for doctors, nurses, laboratory personnel, administrative employees, cleaners, security personnel and other required positions.

• Prepare and maintain employment contracts, offer letters, confirmation letters, warning letters, leave documentation and other HR correspondence.

• Maintain accurate and confidential personnel files for all employees.

• Ensure employee records, credentials, licences and professional documentation are properly maintained and updated.

• Coordinate staff induction and orientation.

• Maintain attendance, punctuality, leave and absenteeism records.

• Prepare monthly attendance information required for payroll processing.

• Monitor staff conduct, productivity and compliance with organizational policies.

• Coordinate probation and confirmation reviews.

• Support departmental heads in conducting employee performance evaluations.

• Manage employee grievances and workplace conflicts professionally.

• Coordinate disciplinary processes in line with company policies and applicable Nigerian labour requirements.

• Identify staff training and development requirements and coordinate approved training.

• Support management in manpower planning and staffing decisions.

B. Hospital Administration

• Oversee the day-to-day administrative activities of the hospital.

• Ensure administrative processes support smooth delivery of patient services.

• Coordinate administrative activities across the reception, nursing, laboratory, medical, records and support functions.

• Monitor staff schedules, attendance and departmental administrative requirements.

• Ensure hospital documentation and records are properly maintained and securely stored.

• Monitor compliance with internal policies, procedures and management directives.

• Coordinate internal meetings and maintain records of decisions and assigned action points.

• Follow up with employees and departments to ensure management decisions are implemented.

• Manage official correspondence, filing and administrative documentation.

• Monitor office and operational supplies and coordinate replenishment when required.

• Maintain records of hospital assets, equipment and administrative resources.

• Coordinate maintenance requests and follow up with vendors/service providers.

• Support management in improving administrative processes and operational efficiency.

• Escalate operational, staffing or administrative problems requiring management intervention.

C. Nursing School Setup & Administration
During the establishment phase of the Nursing School, the HR & Administration Manager will:

• Support management in developing the administrative structure of the school.

• Assist with workforce planning and identification of required academic and non-academic positions.

• Coordinate recruitment and onboarding of lecturers, instructors, administrators and support personnel.

• Create and maintain personnel documentation for school employees.

• Assist in establishing HR policies, administrative procedures, reporting structures and staff documentation.

• Coordinate administrative documentation required during the setup and accreditation preparation process.

• Maintain organized records relating to staff qualifications, credentials and other required documentation.

• Work with management and relevant professionals to support compliance with applicable regulatory and accreditation requirements.

• Coordinate meetings, inspections, documentation requests and administrative follow-ups connected with the school's establishment.

• Support the development of staff orientation and onboarding programmes.

• Establish administrative filing, correspondence and record-management systems for the school.

• Transition into ongoing HR and administrative support for the Nursing School once operations commence.

D. Policies, Compliance & Documentation

• Implement and monitor HR policies, employee handbook provisions and administrative procedures.

• Ensure employees understand workplace rules, responsibilities and expected standards of conduct.

• Maintain confidentiality of employee, management and organizational information.

• Ensure statutory and employment-related documentation is maintained appropriately.

• Monitor professional licence and certification expiry dates where applicable.

• Support management during inspections, audits and regulatory exercises.

• Ensure proper documentation of disciplinary matters, employee complaints and management decisions.

• Recommend improvements to existing HR and administrative policies and processes.

E. Performance Management & Staff Coordination

• Work with departmental heads to establish clear responsibilities and performance expectations for employees.

• Coordinate monthly or periodic employee performance reviews.

• Track lateness, absenteeism, misconduct and recurring performance concerns.

• Maintain records of commendations, warnings, disciplinary actions and performance improvement plans.

• Follow up on agreed corrective actions.

• Provide management with objective information required for confirmation, promotion, disciplinary or termination decisions.

• Promote accountability, professionalism and effective communication among employees.

F. Management Reporting The HR & Administration Manager will provide management with regular reports covering:

• Employee headcount

• Recruitment status and vacancies

• Attendance and absenteeism

• Leave status

• Staff performance issues

• Disciplinary matters

• Training requirements

• Employee documentation/compliance status

• Administrative issues requiring attention

• Nursing School setup progress

• Outstanding action points

3. KEY PERFORMANCE INDICATORS (KPIs)
Performance will be assessed against areas including:

• Accuracy and completeness of employee records

• Recruitment turnaround time

• Staff attendance and punctuality management

• Timely completion of onboarding and confirmation processes

• Proper implementation of HR policies

• Resolution and documentation of employee issues

• Timeliness of management reports

• Completion of assigned administrative tasks

• Employee documentation and professional credential compliance

• Effectiveness of hospital administrative coordination

• Progress against assigned Nursing School setup activities

• Timely follow-up and closure of management action points

4. QUALIFICATIONS

• Bachelor's Degree or HND in Human Resources Management, Business Administration, Public Administration, Management Sciences or a related discipline.

• Minimum of 2–4 years' relevant HR and administrative experience.

• Previous experience within a hospital, healthcare facility, educational institution or similarly structured organization will be an advantage.

• Knowledge of Nigerian employment practices and basic labour regulations.

7. WORKING RELATIONSHIPS The HR & Administration Manager will work closely with:
Internal: Managing Director/Management, Doctors, Nurses, Laboratory Personnel, Finance/Accounts, Administrative Staff, Cleaners, Security Personnel, Nursing School Management, Academic and Non-Academic Staff.
External: Recruitment candidates, vendors, service providers, consultants and relevant regulatory or professional bodies as required.

8. COMPENSATION

Monthly Salary: ₦80,000 – ₦100,000

Final compensation within the range will be determined based on the candidate's:

• Relevant HR/Admin experience

• Healthcare or educational-sector experience

• Professional qualifications

• Demonstrated competence during the recruitment process

9. SUCCESS IN THIS ROLE
Within the first few months, the successful candidate should be able to bring greater structure to the hospital's HR and administrative operations, establish reliable employee records and reporting systems, improve staff accountability, reduce unresolved administrative issues, and create the HR/administrative foundation required for the successful establishment of the Nursing School.
This role is therefore best suited to someone who wants to build systems, manage people and take ownership, rather than someone looking for a purely clerical HR position.

Pay: ₦80,000.00 - ₦100,000.00 per month
