Job Summary:
The HR Specialist provides support for all HR functions, and partners with the HR Manager to ensure that HR policies and practices are simultaneously in line with local labor laws as well as TechnoServe policies and philosophies. The Specialist advises and provides support to the country programme on HR issues, and supports rolling out TechnoServe policies and procedures, knowing when to escalate any non-compliant, or ethically questionable activities to the HR Manager.
Primary Functions & Responsibilities:
HR Administration & Compliance
• Support communication, implementation, and consistent application of HR policies and procedures, escalating complex interpretation or compliance matters to the HR Manager.
• Maintain and update HR records, personnel files, and required employee documentation in line with local legal requirements and TechnoServe policies.
• Support updates to the local Employee Handbook in collaboration with the HR Manager and HRBP.
• Prepare and maintain employment contracts, contract templates, and required HR documentation, ensuring review by the HR Manager where needed.
• Support accurate and timely HRIS entries and secure storage of personnel information.
Compensation, Benefits & Payroll Support
• Coordinate payroll inputs, employee data changes, and supporting documentation to ensure timely and accurate payroll processing.
• Support compliance checks related to payroll, statutory deductions, tax requirements, and local labor regulations, and escalating issues to the HR Manager.
• Administers leave tracking and leave records, ensuring accuracy and timely reporting.
• Coordinate local benefits administration, including employee enrollment, vendor coordination, invoice tracking, and staff communication.
• Support salary scale rollout and compensation administration under the guidance of the HR Manager and HRBP.
Employee Relations Support
• Support employee relations processes by maintaining documentation, tracking actions, and assisting with fact-gathering as requested by the HR Manager.
• Assist with ethics, conflict-of-interest, and disciplinary processes while ensuring sensitive matters are escalated to the HR Manager.
• Maintain strict confidentiality and professionalism in all employee relations matters.
Recruitment & Onboarding
• Coordinate local recruitment processes, including job postings, candidate communication, interview scheduling, documentation, and reference/background check logistics.
• Support hiring processes by preparing required paperwork, onboarding schedules, new hire documentation, and orientation materials.
• Support work authorization documentation and tracking for international staff assigned to the country office, escalating complex issues to the HR Manager.
Performance Management & Staff Exits
• Support professional development initiatives and HR learning activities in coordination with the HR Manager and HQ HR.
• Conduct or support exit interviews as assigned and maintain exit documentation.
• Coordinate staff exit processes, including clearance, final documentation, severance or exit payment inputs where applicable, and required releases, under the HR Manager’s guidance.
Basic Qualifications:
• Bachelor’s degree with a minimum 3 years of relevant professional experience, or Master's degree with 1 year of relevant professional experience
